1. Who we are, and who we are not

Picket Line is a private enterprise. It is built and operated by 4DAT LLC, a privately owned Florida company that receives no government funding. 4DAT LLC is not a government agency and is not affiliated with, endorsed by, funded by, contracted by, or acting on behalf of USDA, USDA APHIS, CDC, the Texas Animal Health Commission, the Florida Department of Agriculture and Consumer Services, the New Mexico Livestock Board, or any other federal, state, tribal or local body. Picket Line was built by a Texan who grew up around farms, cattle and horses and wanted the people on the ground to have a faster way to get a suspected case in front of the right official.

2. What Picket Line does

Picket Line, the apps and the website at noscrewworm.com (together, the Service) let you record observations of suspected New World screwworm, run a cue-based triage, hand the observation to an official reporting channel with one tap, and, with your consent, contribute a rounded location to a public activity map. 4DAT LLC consolidates the observations it receives, together with data from its own trap nodes, into a surveillance picture. Community groups let ranchers, producers, veterinarians and other industry members pool their own observations for their own area.

3. What Picket Line cannot do

We build the tool and consolidate the data. We do not control any government agency. You acknowledge and agree that:

• A report made in Picket Line is not an official report to any agency. The official report is the one you make yourself, by phone, email or web, to your state animal health official or USDA APHIS. Picket Line only helps you get there.
• 4DAT LLC cannot make, and does not promise that, any government agency, official, veterinarian or laboratory will receive, read, act on, confirm, investigate or respond to anything you record, share or hand off through the Service, in any time frame or at all.
• The triage is an aid to your own judgement. It is not a diagnosis, not veterinary or medical advice, and not a determination that an animal or person is or is not infested. Confirmed cases are declared only by officials and laboratories.
• Nothing in the Service should delay veterinary or medical care, or the official report.
• Information from government sources is reproduced for convenience. The agency's own page controls; we check our links and phone numbers before each release, but agencies change them without telling us.

4. Your responsibilities

• You are responsible for making the official report and for the care of the animals in your charge.
• You must be 18 or older to use the Service, and you must only record observations you have actually made or have been asked to record by the person who made them.
• Do not submit information you do not have the right to share, information about identifiable people without their consent, or anything unlawful, defamatory, harassing or knowingly false.
• Keep your sign-in to yourself. You are responsible for what is done under it.

5. Community groups

Any signed-in user may create a group for an area (a county, a ranch, a cooperative, a practice) and invite others by code. Groups are run by their members, not by 4DAT LLC or any agency.

• Reports shared to a group are visible to every member of that group. Do not share to a group what you would not say to the whole group.
• The group creator and the organizers they appoint can remove members and reports. 4DAT LLC may also remove a group, a member or a report that breaks these terms, and may suspend a group that is used to spread false alarms or to harass.
• A group report is still not an official report. Group counts and maps are community observations, not confirmed cases, and must not be presented as agency data.
• Group names and descriptions must not claim or imply government, agency or university affiliation unless the group genuinely has it.

6. Your content and our use of it

You keep ownership of what you record. You grant 4DAT LLC a worldwide, royalty-free licence to store, process, analyze, aggregate, round and display your observations as described in the privacy policy, including in the surveillance picture, the public activity map, group views, research, and reports to officials you choose. Photos are licensed only under the separate, off-by-default donated-photo switch described in the privacy policy. You can delete your account and its data at any time from the app or by email.

7. Supporting the project

Picket Line is free, and no feature is locked behind payment. If the Service is useful to you, your operation or your community, you may choose to support its development and upkeep as described on the Support page. Contributions are voluntary, are not donations to a charity, are not tax deductible, unlock nothing in the apps, buy no priority or influence over the data or over any agency, are not refundable once made, and do not create any obligation on 4DAT LLC to deliver any feature or to keep the Service running for any period.

8. Availability and changes

We may change, suspend or discontinue any part of the Service at any time, including community groups, the public map and the trap-node layer. We may change these terms; the effective date at the top will move and material changes will be noted in the apps or on this site. Continued use after a change means you accept it.

9. Disclaimer of warranties

THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE", WITHOUT WARRANTY OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, ACCURACY, NON-INFRINGEMENT AND UNINTERRUPTED OR ERROR-FREE OPERATION. 4DAT LLC DOES NOT WARRANT THAT ANY TRIAGE RESULT IS CORRECT, THAT ANY REPORT WILL REACH OR BE ACTED ON BY ANY AGENCY, OR THAT ANY LINK, PHONE NUMBER OR MAP IS CURRENT.

10. Limitation of liability

TO THE FULLEST EXTENT PERMITTED BY LAW, 4DAT LLC AND ITS OWNERS, EMPLOYEES, CONTRACTORS AND SUPPLIERS WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL OR PUNITIVE DAMAGES, OR FOR ANY LOSS OF ANIMALS, LIVESTOCK, CROPS, PROFITS, DATA OR GOODWILL, ARISING FROM OR RELATED TO THE SERVICE, A TRIAGE RESULT, A DELAYED OR UNACTED-ON REPORT, A GROUP, OR RELIANCE ON ANY INFORMATION IN THE SERVICE, HOWEVER CAUSED AND UNDER ANY THEORY OF LIABILITY. 4DAT LLC'S TOTAL LIABILITY FOR ALL CLAIMS RELATING TO THE SERVICE WILL NOT EXCEED THE GREATER OF ONE HUNDRED US DOLLARS OR THE AMOUNT YOU PAID 4DAT LLC FOR THE SERVICE IN THE TWELVE MONTHS BEFORE THE CLAIM. Some jurisdictions do not allow some of these limitations; in those places they apply to the fullest extent allowed.

11. Indemnity

You will defend and hold harmless 4DAT LLC from claims arising from your content, your use of a group, your breach of these terms, or your failure to make an official report or to obtain care.

12. Governing law and disputes

These terms are governed by the laws of the State of Florida, without regard to conflict-of-law rules. Any dispute will be brought in the state or federal courts sitting in Bay County, Florida, and you consent to their jurisdiction. If any provision is held unenforceable, the rest stays in force.
